Breaking The Deadlock: the Path to an International Climate Change Agreement

The overall objective of this project is to develop and gain major political support for a framework for an international agreement and implementation strategies (sectoral agreements, international standards, domestic policies) that will result in GHG emissions reductions consistent with the levels suggested as necessary by the scientific community by 2050.

The project is built on two complementary related strategies:

  • The preparation of reports and analysis that, starting from a global target for emissions reductions, links together the building locks of an international framework that will be acceptable to the major emitting countries, implementation strategies that will generate significant emissions reductions in the major emitting sectors and economic analysis that demonstrates the economic impacts and investment needs of the framework and strategies.
  • A multi-year engagement and advocacy strategy, led by former Prime Minister Tony Blair and the Climate Group, to secure the support of an exceptional group of political, business and NGO leaders, key policy-makers and opinion formers form the corporate community for the international framework and implementation strategies such that they are agreed and, where possible, being implemented by the end of 2010.
