Philippe Orliange is a career diplomat, who served at the French Foreign ministry Headquarters (UN, Africa, and development cooperation departments) and abroad (French Mission to the UN, Congo, Kenya, Colombia, Vietnam, South Africa). He also served as an advisor to the Minister for development cooperation.
In 2006-2008, he worked at the Agence française de développement (French Development Agency), as deputy director for the Mediterranean and Middle East. From 2011 to 1014, he was director for Latin America and the Caribbean at AFD before he became executive director for strategy and partnerships, from 2017 to 2017.
He taught at several universities: Columbia University in New York, Universidad Externado in Bogota, Sciences Po in Paris and Catholic university in Lille
