Clare Lockhart

Clare Lockhart is currently Co-Director of the State Effectiveness Program and Research Fellow at the Overseas Development Institute in London. From 2001 to 2005 she worked for the Afghan Government and the UN on the institution-building and reconstruction processes in Afghanistan, where she led budget design, aid management, institutional reform, and national program design processes. She is a barrister and a member of the Bar of England and Wales, and holds degrees in History, Law and Public Administration from Harvard and  Oxford universities.
