Cyril Loisel is Coordinator of IDDRI’s energy/climate programme. Former consultant on environmental affairs with Ernst & Young and former associate member of the Mission interministérielle de l’effet de serre (French inter-ministerial task force on the greenhouse effect), Cyril represented France in negotiations under the Climate Convention between 2000 and 2003, particularly in the field of land use and forests, actively taking part in the development of the Marrakesh Accords. Based in Melbourne between 2003 and 2007, then in Paris, Cyril worked with the ONF International research department to develop projects under the Clean Development Mechanism (CDM) in Asia, Africa and South America. He also acts as an external expert for the CDM Executive Board. Finally, Cyril has led a number of projects to promote wood energy in France for the Office national des forêts (French national forestry office) and the Agence de l’environnement et de la maitrise de l’énergie (French environment and energy management agency). Cyril is an engineer specialising in agriculture, water and forestry, and holds a post-graduate diploma (DEA) in development economics. He joined IDDRI in September 2008.
