Before joining IDDRI in August 2007, Julien was research and teaching assistant at the University of Nantes, specializing in coastal environmental law. A doctor of public law (University of Nantes) and in international law (University of Milan), he has worked specifically on a comparative analysis of coastal legal systems in the Mediterranean States. Member of the UICN French Committee's Sea and Coastal Commission and occasional lecturer at the University of Nantes and La Rochelle, Julien is research fellow Oceans and coastal zones.
