Theo MacGregor, founder of MacGregor Energy Consultancy, worked for over ten years in the Electric Power Division of the Massachusetts Department of Public Utilities, the last year as Division Director. She oversaw electric utilities’ energy efficiency efforts, helped develop the rules and regulations by which electric utilities operate in the market and the evolution of energy policies to meet the demands of a changing electric power industry, and developed renewable energy and energy efficiency policies for the State Legislature. She was Staff Co-Chair of the Committee on Energy Resources and the Environment (ERE) of the National Association of Regulatory Utility Commissioners (NARUC). Ms. MacGregor now provides expert analysis on design of energy efficiency programs, electric industry restructuring, low-income customer issues, and consumer protection.
