The way in which the Kyoto Protocol was negotiated, and especially its content, appeared to launch a new era of international cooperation based on mechanisms and institutions that were sufficiently independent from national sovereignty. In addition, where previous agreements were concerned, it now seemed possible to remove them from an almost purely theoretical existence and turn them into effective instruments of international discipline and cooperation.
Professor Ian Goldin, for whom this is a priority area of research and communication, will explain why these hopes have gradually faded. Which aspects of them can be salvaged? What would replace those which cannot be salvaged? These questions will be central to his presentation.
