The political changes in the United States and the changing positions of China and Brazil in international negotiations are creating new possibilities for consolidating international coordination for combating climate change post-2012. Several options are under discussion. The future climate regime is likely to be different from the model adopted in Kyoto for the 2008-2012 period. Innovations will be needed: new commitment mechanisms for countries, sectoral or partial agreements, innovative financing mechanisms, etc. And, to ensure emerging countries commit, the proposed framework for action must allow them to mobilize the opportunities available to them for less energy-intensive development. To contribute to the development of a future international regime that is equal to the climate challenge, this program explores and analyzes the legal, institutional and financial dimensions of the different options under discussion, and creates forums for debating and coordinating these subjects between French and foreign communities. |
