The Urban Fabric programme questions not only the interface between private and public actors, especially through funding for water services in developing countries and the financialisation of property and its impact on city structure, but also the distribution between the different public levels of responsibilities and capacities to act and the use made of them, especially by defining the articulation between decision-making areas and technical areas.
