This focal area examines:

The political mobilisation of cities, through different city networks but also individually with States. What articulation is there between the city as a place of governance and the other organising powers? What articulation is there between the different decision-making areas and technical areas? (Research on “developing cities and carbon finance” and the Task Force on “Global Climate Change Policy and the Increasing Role of Cities” chaired by Laurence Tubiana).

What we can learn from the implementation of the concept of sustainable development in urban areas for the construction of global sustainable development governance. The city, a complex system, may also be considered as a laboratory for sustainable development, a place for testing instruments and institutional structures (a Task Force in partnership with UCLG is currently being launched).
