The Climate Programme and the DDP initiative
IDDRI’s Climate Programme seeks to contribute to create the conditions for an ambitious and fair response to the challenges of climate change, by promoting transformational systemic changes highlighted as necessary by recent scientific knowledge and the compatibility of climate policies with economic and social priorities.
To do so, IDDRI’s Climate Programme operates at two levels: the international climate governance level and in the implementation of the transition, working with sectors and with policymakers, to ensure that one informs the other, and vice versa. In terms of international governance, its capacities are directed at the interactions between science and policy and at the operationalisation of the Paris Agreement in the broad sense.
Regarding the implementation of the transition, IDDRI focuses on the political economy of the changes to be made and supports the search for collective solutions in major economic structures.
The Deep Decarbonization Pathways (DDP) is an IDDRI initiative which brings together leading research teams currently covering more than 20 countries to contribute to the two above objectives. On the one hand, it supports the work of countries and non-state actors on “long-term low emission development strategies” to help structure policy debates and ultimately guide decision-making on climate change at country-level. The work in the DDP is led by in-country research teams who are responsible for conducting analyses and stakeholder engagement relevant to the national circumstances. The DDP builds or strengthens the capacities of these in-country partners to develop robust scenarios and to translate these scenarios in policy-relevant insights and to engage in domestic policy processes. On the other hand, the DDP contributes to international climate governance where it promotes a bottom-up approach to global processes, notably through the use of cross-country analyses.
Objectives and Mission
Under the supervision of the director of the DDP initiative and the DDP team leader on in-country engagement, the senior research fellow will be responsible of stakeholder engagement in selected countries where opportunity of impact are identified.
The senior research fellow will:
- Participate to the selection of countries.
- Provide for the necessary means and intellectual know-how to in-country-partners to co-design country-specific impact strategies to achieve policy objectives in national processes and translate them into concrete and timely activities.
- Contribute to the effective implementation of the country partner-led strategies by supporting their management, continuous reflection on relevance and direct undertaking of activities as needed (ie. drafting of policy briefs/studies, organization/facilitation of workshops, participation in public events and in meetings with decisionmakers, etc.). This implementation can require travelling to the partner country.
- Conduct regular review of national policy processes and relevant interventions in targeted countries to ensure effective support to country partners and maximise added value from DDP secretariat.
- Actively support the build-up of national coalitions of local actors to expand and diversify the country-specific DDP networks for higher relevance and impact of the in-country DDP work.
- Ensure continuous and regular exchanges between in-country partners and DDP Secretariat to optimise value of the structured partnerships thanks to timely identification of needs, opportunities, or risks.
- Extract insights from in-country engagement practice that can contribute to peer-to-peer learning within the DDP community, international impact strategy of the DDP initiative or other IDDRI programs.
More generally, she or he will:
- Join a dynamic team of researchers
- Conduct analyses in the context of collaboration with international partners
- Manage multi-partners projects, in close collaboration with other members of the DDP team and IDDRI’s administration team
- Contribute to fundraising by participating to the drafting of project proposals
- Elaborate outreach strategies in close collaboration with the communications team
- Represent IDDRI and the DDP in public activities (conferences, workshops, media)
- Contribute to the impact strategy of the climate/DDP programme
- Participate in other activities relevant to the implementation of the programme’s impact strategy.
Required Qualifications
- The successful candidate should:
- Have a master or PhD in political science, development or environment
- Have expertise in development economics
- Have at least 5 years of experience of engagement in policy processes
- Have knowledge, experience and sensitivity for policy debates in developing countries.
- Have an experience in a developing country is an asset
- Have an excellent ability to review and synthesize complex information
- Have capacity of analysis and research combining intellectual curiosity and scientific rigor
- Have good human skills to ensure good relations with partners
- Have knowledge and interest for environmental issues, notably climate change
- Have the capacity to work independently as well as in team, in an international, multicultural environment
- Being fluent in English and working capacities in French. Having another UN language is an asset
Contract
- Duration: 3 year contract (CDD OD in French)
- Salary: 42-48k€ according to IDDRI HR policy, ie. qualifications and experience.
- Location: Paris office (41 rue du Four, 75006 Paris)
- Other advantages: 40 days off/year + lunch allowance (60% paid by Iddri) + Transit Pass (50% paid by Iddri), homeworking flexibility.
