Eva Bartekova-Hedoin is a Senior Research Fellow in the Climate Programme at IDDRI, working at the intersection of climate governance, green industrial transitions, and EU external policy.
An economist by training with a decade of experience in policy analysis and research, prior to joining IDDRI, Eva worked across international institutions. At the OECD Environment Directorate, she developed national circular economy strategies for the Czech Republic, Slovakia, and Hungary, leading stakeholder processes and engaging government ministries across EU member states. Before that, she worked at the Ellen MacArthur Foundation on China’s circular economy trajectory, examining opportunities across urban and industrial systems in the context of China’s evolving industrial and climate policy. She also worked as a consultant with SystemIQ on industry transition pathways, and with the International Council on Mining and Metals on frameworks mapping critical minerals to low-carbon technologies and climate-related SDGs. Throughout, her work has been driven by a sustained focus on how industrial transformation connects to climate commitments – across hard-to-abate sectors and critical raw materials, spanning both national policy development and international research partnerships.
Eva holds a PhD from UNU-MERIT (Maastricht University), where her thesis examined the coordination challenges of the Paris Agreement’s decentralised architecture, with empirical studies on electricity price differentials and critical mineral supply chains for low-carbon technologies.
