Held in Nice in early June 2025, the 3rd United Nations Ocean Conference (UNOC3) was not intended to negotiate a new instrument of international law. The sole purpose of these conferences, held every three years, is to take stock of progress in implementing Sustainable Development Goal 14 (SDG14), which is dedicated to the protection and sustainable use of the ocean by 2030. However, they are of major interest in that they address all issues related to the oceans, breaking with the sectoral approach typical of other multilateral forums such as, for example, the climate and biodiversity conferences of the parties, the International Seabed Authority, the negotiations on the high seas treaty, the International Maritime Organisation and the World Trade Organisation.
