    L’accord de Cotonou, conclu en 2000 entre les États membres de l’Union européenne (UE) et les pays de l’Afrique, des Caraïbes et du Pacifique (ACP), succède à cinq générations d’accords liant, depuis 1957, l’Europe à ses anciennes colonies et aux pays et territoires d’outre-mer. Il couvre un champ extrêmement large qui, avec quelque 15 ans d’avance, a anticipé l’Agenda 2030 pour le développement durable, adopté en 2015. Il touche à des sujets aussi divers que le changement climatique, les droits de l’homme, la paix et la stabilité. Sujets que l’on ne rencontrait pas dans la liste étroite des Objectifs du millénaire pour le développement établie par l’ONU à la même époque.[...]
