Medium-sized powers have an interest in forming alliances to avoid being sidelined by the ongoing reconfiguration of global value chains, which are being disrupted by technological change, the upsetting of international rules and the economic shift towards Asia. If Europe and the countries of the Global South were to engage in trade and investment partnerships aligned with the objectives of the Paris [Climate] Agreement, they would pave the way for fairer and more sustainable governance of these value chains.
