Based on the main country proposals, this paper examines the current debate on REDD (reducing emissions from deforestation and degradation) and discusses some of the main remaining controversies within the debate, notably the REDD financing mechanism (mandatory markets versus voluntary funds) and the institutional framework for REDD (inside or outside the post-2012 Kyoto regime). In doing so, this paper contributes to an improved understanding of the scientific, economic and political aspects associated with the debate, few weeks before the COP-13, taking place in Bali in December 2007.

This is the updated version of the Analyse 02/2007 (updated at the beginning of 2008, with comments of the authors and of experts, following the Bali Conference on Climate Change, on December 2007).
