In mid-July 2025, the European Commission published a set of legislative proposals aimed at reforming the European Union's budgetary and regulatory architecture for the period 2028-2034. These texts include a proposal to overhaul the Common Agricultural Policy (CAP): abolition of the two pillars, merger of the CAP and cohesion policy into a single fund, reform of basic income support, new environmental architecture, etc. The changes proposed by the Commission are numerous and still need to be debated and adopted by the Council and the European Parliament—such negotiations generally span over at least two years.
