The system of international cooperation in the environmental field is failing. This situation justifies proposals for the reform of international environmental governance. However, the underlying foundations are heterogeneous and mix together the levels of analysis. Establishing a common vision requires a re-reading of the debate based on the three essential dimensions of a governance system:

  • Effectiveness: How effective are environmental agreements? What assessment can be made in terms of environmental protection, the implementation of these regimes, as well as of the other available instruments?
  • Legitimacy: What is the legitimacy of the procedures? Who produces standards and regulations and how? How are international priorities identified and adopted, what is their legitimacy?
  • Equity: How can we fairly share responsibilities? To what extent are costs shared internationally?
