As the current system of international governance shows, developing a common vision and identifying instruments for implementation are necessary, but not sufficient, conditions for collective action. To ensure the effectiveness, legitimacy and fairness of the international governance system, it is necessary to rethink the institutional architecture and procedures to meet three conditions (the coherence of international standards; the link between the different levels of governance; the links and coherence with other systems of international governance) and the system must be assessed on the basis of its environmental impact.
