A careful assessment of the French recovery and resilience plan shows that climate change is a central pillar of the national recovery plan, with the main priorities being the energy renovation of buildings, transport infrastructure, a new hydrogen strategy and low-carbon innovation, particularly with regard to the greening of aviation. However, further changes in sectoral policies will be needed to put France on track to meet its 2030 and 2050 climate targets.

Key Messages

Several policy recommendations can be made to ensure a better contribution of the recovery plan to the fight against climate change:

  • Efforts should be maintained to strengthen sectoral policies and regulation before the funds run out to ensure that they are spent as effectively as possible.
     
  • Climate monitoring of the plan is insufficient to date; the level of indicators should be defined in consultation with stakeholders and the scientific community.
     
  • The methodology for assessing the climate impact of the plan should be modified and based on its compatibility with the Low-Carbon Strategy and the National Energy and Climate Plan.
     
  • The evaluation of the plan should include political milestones and coordinate its assessment with the regular climate policy review carried out by the High Climate Council.
