Hubert de Milly is an agricultural engineer and has a PhD in institutional economics. 
At AFD since 2013, he has been following the international aid agenda, and in particular the issue of the Sustainable Development Goals (SDGs), within the Strategy Department. He also participated in the reform of the accounting methods for Official Development Assistance at the OECD.
Previously, after twenty years of fieldwork in Africa and India for the French Ministries of Cooperation and Foreign Affairs, he was Deputy Director of Development Strategies at the Ministry of Foreign Affairs from 2004 to 2007. From 2007 to 2012, he worked at the OECD on aid effectiveness issues, notably providing the secretariat for the Paris Declaration and contributing to the organisation of the Accra (2008) and Busan (2011) forums.
