Julien Rochette is invited by the European Commission / DG Environment to give a presentation on the main challenges and opportunities for Ocean governance. 

The EU and its Member States are active players in the international fora and negotiations on ocean governance at regional and global level. However, the existing international ocean governance framework needs to be strengthened to ensure conservation and sustainable use of oceans, notably in the 60 per cent of the oceans that are beyond national jurisdictions. This is mostly because of existing gaps: lack of compliance and inadequate implementation of existing rules and policies, overlaps and lack of coordination between institutions, weak governance mechanisms in the high seas and ineffective regional or sectorial cooperation or coordination.
