France is facing a twofold crisis, ecological and democratic, and the two are partly intertwined. The ecological and democratic "revival" that the country needs is being played out in particular at the territorial level, and senators are a key link in enabling the Republic to rise to this challenge, and to ensure the link between structuring national decisions and territorial negotiations.

Senators' particularly detailed knowledge of the many technical and political constraints that local authorities face in their efforts to achieve sustainable development in their territories is an asset for legislators in designing these new local governance mechanisms. The "political science of territories" that senators possess must be better mobilised by the Republic in order to design the most effective territorial governance mechanisms for the country's ecological and economic future. For the 2023-2026 term of office, the Senate could set up a new standing committee dedicated to the theme of "sustainable territories".
