COP28, held in Dubai in December, is an important moment in the implementation of the Paris Climate Agreement: it's the time for the Global Stocktake, the review of progress made and efforts still to be made, with political recommendations for the way forward. But this COP is taking place in the United Arab Emirates, and the actions of its President are being closely watched, and even criticised. There will be no shortage of sensitive issues, such as the role of fossil fuels and reform of the international financial system. What can we expect from COP28?
