Abstract

The energy renovation of buildings is a priority for the decarbonization of the French economy. In order to achieve carbon neutrality by 2050, the building sector must reduce its emissions by 50% by 2030 and reach, on average, the "low-energy building" (BBC) performance level over the next 30 years. This is a colossal challenge that requires all public policies to be aligned around a twofold issue: an unprecedented acceleration in the pace of energy renovations and a massification of high-performance renovations, a market that is still in its infancy today. Based on a collective work of experts led by IDDRI since 2020, we propose in this article a few key orientations to develop an ambitious renovation strategy, starting from two structuring controversies: the priority given to decarbonization compared to efficient renovations; and the controversy on the economics of energy renovations.
