Regional organisations (economic organisations, UNEP regional seas, FAO-related regional fisheries organisations, etc.) are a key component in the ocean governance system and have a central role to play in ensuring the implementation of the two major agendas that currently mobilise the ocean community: the governance of marine biodiversity in areas beyond national jurisdictions (the “high seas”) and the implementation of the Sustainable Development Goal (SDG) for the Oceans.
However, some marine regions are experiencing structural difficulties that are limiting the effectiveness of initiatives: a lack of human and financial capacities within the secretariats of organisations, insufficient coordination with other global and regional institutions, and aweak relationship with the scientific community, etc.
- mobilise certainmarine regions (West Africa, Western Indian Ocean, South Pacific) in the implementation of these two agendas, working with key organisations and their member States;
- facilitate the exchange and transfer of experiences between the different marine regions, on the principle of North/South cooperation and through South/South collaborations;
- better link global discussions and regional initiatives, as well as the processes associated with them.
