"The Conference of Contracting Parties (or COP) to the Abidjan Convention is the decision-making organ of the Convention. It is a biennial gathering of ministers of environment, technical experts and collaborating institutions.

This conference is divided into two segments. First, the experts segment (17 to 19 March) will examine the draft decisions proposed by the Secretariat. The drafts will then be submitted at the ministerial segment (20 to 21 March) for endorsement.

COP11 is being held under the theme Promoting Blue Growth in Africa: Toward Sustainable Management of Marine Resources. Agenda items that support this theme include an introduction to the concept and presentations on the topic. A seminar on blue growth gathering international marine experts will set the tone on the first day of the Conference.

COP11 will be preceded on 16 March by the first meeting of the Abidjan Convention’s Ad Hoc Committee on Science and Technology, a body endorsed at COP 9 in 2011 to provide scientific, technical and technological advice relating to the implementation of the Convention.

The Conference is organized in cooperation with the Government of South Africa represented by the Department of the Environmental Affairs."
